Eng.: Vinnytsia Region Must Transition from Adaptive to Systemic Resilience - Findings of an Expert Discussion
Yelyzaveta Savchuk, Director of the Vinnytsia Regional Development Agency, participated in the open expert discussion “Resilience of the Rear Region: Risks and Development Scenarios for Vinnytsia Region in 2026,” organized by the National Platform for Resilience and Cohesion.
During the event, the results of a large-scale study were presented, in which over 300 experts assessed 64 risks across five key areas: social cohesion, security, infrastructure, governance and engagement, and information resilience. Thirteen of the most critical risks were identified for Vinnytsia Oblast, which could significantly impact the region’s development in the coming years.
The experts noted that Vinnytsia Oblast currently demonstrates a high level of adaptive resilience; however, the key challenge is the transition to systemic resilience—where the region’s development is based not only on the ability to respond to crises but also on long-term planning, effective governance, trust, and collaboration between government, business, and civil society.
“Regional resilience is not just about security or infrastructure. It is first and foremost about people, trust, cooperation, and the ability of communities to adapt to new challenges. That is why it is extremely important today to combine analytics, practical experience, and cross-sectoral dialogue to develop solutions that will contribute to the long-term development of the Vinnytsia region,” noted Yelyzaveta Savchuk, Director of the Regional Development Agency of Vinnytsia Oblast.
During the discussion, Yelyzaveta Savchuk also emphasized the importance of taking into account the real needs of communities when planning international technical assistance. In particular, she spoke about the need to support not only “soft” initiatives but also critically important infrastructure solutions that strengthen the energy and economic resilience of regions.
