Саме тут українська делегація представила бачення розвитку кластерної політики України. Кластери сьогодні - це не просто економічний інструмент. Це спосіб мислення про розвиток, де бізнес, освіта, громади та влада працюють як єдина екосистема. У межах проєкту #Clusters4Regions українська делегація взяла участь у зустрічах Accelerate GDT (Interreg Europe). Серед учасників - Василь Юрчак, керівник УКА, Надія Карплюк, координаторка AIM-кластеру, Єлизавета Савчук, директорка АРР Вінницької області, Олена Ужвак, представниця Вінницької ОВА та команда Львівської міської ради.
У програмі зустрічей - обговорення фінансування кластерних політик, розвитку людського капіталу, стратегічного позиціонування в контексті інтеграції до ЄС та спільна робота над концепцією Shared Value. Всі сесії відбувалися в ACCIO - каталонській інституції, яка успішно розвиває кластерний рух у регіоні. Україна вперше презентувала всі три рівні кластерної політики - місцевий, регіональний та національний. Це потужний сигнал для європейських партнерів та важливий крок до узгодженого розвитку всієї системи.
Єлизавета Савчук в рамках зустрічей презентувала сформовану регіональну політику області, активну підтримку з боку Вінницької ОВА, створення кластерної екосистеми, запуск інструментів співпраці бізнесу, освіти та громад, а також потужний потенціал бути одним із головних факторів кластеризації на рівні країни.
«Ми приїхали до Барселони не просто за досвідом - ми приїхали за партнерствами. Вінниччина вже формує власну кластерну екосистему, і наше завдання - зробити її частиною європейського простору можливостей. Саме тому ми говоримо не тільки про регіональний розвиток, а про спільну економіку майбутнього» - зазначила Єлизавета Савчук.
Для Агенції - це можливість не лише презентувати себе, а й отримати цінні європейські інсайти: про сталість фінансування кластерів, про розвиток компетенцій менеджерів, про оптимальні інструменти підтримки МСП та про інтеграцію в ланцюги доданої вартості ЄС. Команда Агенції разом з партнерами продовжить працювати над посиленням регіональної кластерної політики, підтримкою кластерних ініціатив, запуском інструментів для МСП і міжнародною інтеграцією.
Візит став можливим завдяки проєкту UCORD, що впроваджується за підтримки Швейцарії через Швейцарську агенцію з розвитку та співробітництва компанією NIRAS Sweden AB.

Barcelona is a city that combines innovation, bold decisions, and strong economic models. It was here that the Ukrainian delegation presented its vision for the development of Ukraine's cluster policy. Today, clusters are not just an economic tool. They are a way of thinking about development, where business, education, communities, and government work as a single ecosystem.
As part of the #Clusters4Regions project, the Ukrainian delegation took part in Accelerate GDT (Interreg Europe) meetings. Participants included Vasyl Yurchak, head of the UCA, Nadiya Karplyuk, coordinator of the AIM cluster, Yelyzaveta Savchuk, director of the Vinnytsia Regional Development Agency, Olena Uzhvak, representative of the Vinnytsia Regional State Administration, and a team from the Lviv City Council.
The meeting agenda included discussions on financing cluster policies, human capital development, strategic positioning in the context of EU integration, and joint work on the Shared Value concept. All sessions took place at ACCIO, a Catalan institution that is successfully developing the cluster movement in the region.
For the first time, Ukraine presented all three levels of cluster policy: local, regional, and national. This is a powerful signal to European partners and an important step towards the coordinated development of the entire system.
During the meetings, Yelyzaveta Savchuk presented the region's regional policy, active support from the Vinnytsia Regional State Administration, the creation of a cluster ecosystem, the launch of tools for cooperation between business, education, and communities, as well as the powerful potential to be one of the main factors of clustering at the national level.
“We came to Barcelona not just for experience—we came for partnerships. Vinnytsia region is already forming its own cluster ecosystem, and our task is to make it part of the European space of opportunities. That is why we are talking not only about regional development, but about the shared economy of the future,” said Yelyzaveta Savchuk.
For the Agency, this is an opportunity not only to present itself, but also to gain valuable European insights: on the sustainability of cluster financing, the development of managers' competencies, optimal tools for supporting SMEs, and integration into EU value chains.
The Agency's team, together with its partners, will continue to work on strengthening regional cluster policy, supporting cluster initiatives, launching tools for SMEs, and international integration.
