Цифрові компетенції стають одним із ключових чинників конкурентоспроможності регіонів, розвитку людського капіталу та успішної цифрової трансформації громад.
17 червня у Києві відбулася Стратегічна сесія Офісів цифрових компетенцій при агенціях регіонального розвитку. Участь у заході взяли заступник начальника Вінницька обласна державна адміністрація з питань цифрового розвитку, цифрових трансформацій і цифровізації (CDTО) Андрій Кавунець, регіональна координаторка проєкту Egap Daria Radzikovska та представниці Офісу цифровізації Вінниччини при Агенції - експертки Kira Diachuk та Тетяна Мартьянова.
До участі у стратегічній сесії також долучилися представники Міністерство цифрової трансформації України та Embassy of Switzerland in Ukraine / Посольство Швейцарії в Україні, які є ключовими партнерами у реалізації ініціатив з розвитку цифрових компетенцій громад та підтримки цифрової трансформації на місцевому рівні.
Під час презентації проміжних результатів експертки Офісу цифровізації Вінниччини представили напрацювання проєкту. За час роботи офісу було відібрано чотири громади для розробки місцевих Програм цифровізації - Бершадську, Калинівську, Крижопільську та Мурафську громади, а також дві громади - Гніванську та Теплицьку - для підсилення управлінської та сервісної спроможності центрів надання адміністративних послуг. У громадах уже проведено цифрові аудити та аудити діяльності ЦНАПів, а також розпочато опитування мешканців щодо їхнього бачення цифрового розвитку своїх громад. Адже якісна цифрова трансформація неможлива без врахування потреб людей та формування спільного бачення майбутнього.
Окремим напрямом роботи офісу є розвиток цифрових навичок і підвищення кіберстійкості громад. У межах проєкту вже проведено два навчання з кіберзахисту та кібергігієни, адже сучасні виклики та загрози вимагають від громад нових знань і практичних інструментів для захисту цифрової інфраструктури та даних.
Також у семи громадах області відбулися молодіжні тренінги за принципом «рівний-рівному», під час яких учасники знайомилися з інструментами електронної демократії та можливостями участі у прийнятті рішень на місцевому рівні. Такі ініціативи допомагають молоді не лише розвивати цифрові компетенції, а й усвідомлювати власну роль у розвитку громади та впливати на процеси, які відбуваються навколо.
Сьогодні цифрові компетенції є необхідною умовою для ефективної роботи органів місцевого самоврядування, розвитку бізнесу, доступу громадян до сучасних послуг та створення нових можливостей для навчання й професійного розвитку.

Representatives from the Ministry of Digital Transformation of Ukraine and the Swiss Embassy in Ukraine, who are key partners in implementing initiatives to develop communities’ digital competencies and support digital transformation at the local level, also joined the strategic session.
During a presentation of the interim results, experts from the Vinnytsia Region Digitalization Office presented the project’s progress. Since the office began its work, four communities - Bershad, Kalynivka, Kryzhopil, and Murafa - have been selected to develop local digitalization programs, and two communities - Hnivan and Teplitsa - have been chosen to strengthen the administrative and service capabilities of their administrative service centers. Digital audits and audits of the administrative service centers’ operations have already been conducted in the communities, and surveys of residents regarding their vision for the digital development of their communities have begun. After all, high-quality digital transformation is impossible without taking people’s needs into account and forming a shared vision of the future.
A separate area of the office’s work is developing digital skills and enhancing communities’ cyber resilience. As part of the project, two training sessions on cybersecurity and cyber hygiene have already been held, as modern challenges and threats require communities to acquire new knowledge and practical tools to protect their digital infrastructure and data.
In addition, peer-to-peer youth training sessions were held in seven communities across the region, during which participants learned about e-democracy tools and opportunities to participate in local decision-making. Such initiatives help young people not only develop digital competencies but also recognize their own role in community development and influence the processes taking place around them.
Today, digital competencies are essential for the effective operation of local governments, business development, citizens’ access to modern services, and the creation of new opportunities for learning and professional development.
