Для українських громад міжнародне партнерство сьогодні - це значно більше, ніж підписаний меморандум чи угода про співпрацю. Це можливість знаходити нових партнерів, обмінюватися досвідом, залучати експертизу та ресурси й, найважливіше, перетворювати партнерські зв’язки на конкретні проєкти та зміни для своїх громад.

Саме тому під час зустрічі говорили про практичний шлях розвитку міжнародного партнерства: від пошуку першого контакту та побудови довіри до підготовки спільних ініціатив і залучення міжнародного фінансування. Модератором заходу виступила Вікторія Захарчук, проектна менеджерка Агенції регіонального розвитку Вінницької області.

Круглий стіл відкрили Людмила Макаренко, начальниця Відділу міжрегіонального та транскордонного співробітництва громад і регіонів Департаменту впровадження програм регіонального розвитку Міністерства з відновлення, інфраструктури та транспорту України, Ігор Цехановський, директор Департамент міжнародного співробітництва та регіонального розвитку Вінницька обласна державна адміністрація, Ігор Шутак, керівник Секретаріату Вінницька обласна Асоціація органів місцевого самоврядування, та Олеся Царук, начальниця управління по зв'язках з органами місцевого самоврядування, міжнародного та міжрегіонального співробітництва, проєктної діяльності та сприяння інвестиціям виконавчого апарату Вінницька обласна Рада.

Людмила Макаренко розповіла про міжнародне співробітництво громад у контексті європейської інтеграції України, нові можливості та формати партнерства, а також питання реєстрації договорів та угод про співробітництво.

Ольга Томків, експертка з розвитку муніципальних партнерств ініціативи Cities4Cities, зосередилася на практичному питанні - як громаді знайти міжнародного партнера та зацікавити його у співпраці.

Про можливості для українських громад через розвиток міжнародного партнерства говорив Альдо Варгас, координатор Національного контактного пункту URBACT у Польщі. Учасники мали можливість побачити міжнародне партнерство не лише як інструмент обміну досвідом, а і як шлях до включення громад у ширші європейські мережі.

Ольга Олійник, заступниця керівника Секретаріату ВОАОМС, завідувачка Центру комунікації, зовнішніх зв'язків та залучення грантових ресурсів, представила можливості перетворення міжнародних контактів на спільні проєкти та розповіла про відповідні міжнародні програми й інструменти для громад.

Важливою частиною зустрічі стали практичні кейси громад Вінниччини. Своїм досвідом розвитку міжнародного партнерства, яке переходить від меморандуму до конкретних спільних ініціатив також поділилися Володимир Саволюк, Барський міський голова, та Михайло Демченко, Стрижавський селищний голова.

Завершальним етапом стала відкрита дискусія, під час якої учасники обговорили, що сьогодні заважає громадам розвивати міжнародні партнерства, яких інструментів та підтримки вони потребують, а також як зробити таку співпрацю більш системною та результативною.

Дякуємо партнерам, експертам і громадам за відкритий діалог та готовність ділитися досвідом. Переконані: сильні міжнародні партнерства починаються з контакту, але справжню цінність створюють тоді, коли за ними стоять спільні дії та конкретні результати.

Eng.: International Partnerships Among Communities: From Initial Contact to Joint Projects

Today, the Vinnytsia Regional Development Agency hosted an online roundtable titled “International Partnerships Among Communities: From Initial Contact to Joint Projects,” which brought together representatives of communities, government agencies, and experts in the field of international and municipal cooperation.

For Ukrainian communities today, international partnership is much more than just a signed memorandum or cooperation agreement. It is an opportunity to find new partners, exchange experiences, tap into expertise and resources, and—most importantly—transform these partnerships into concrete projects and positive changes for their communities.

That is why the meeting focused on a practical approach to developing international partnerships: from establishing initial contact and building trust to preparing joint initiatives and securing international funding. The event was moderated by Viktoria Zakharchuk, project manager at the Vinnytsia Regional Development Agency.

The roundtable was opened by Lyudmyla Makarenko, Head of the Division for Interregional and Cross-Border Cooperation of Communities and Regions at the Department for the Implementation of Regional Development Programs of the Ministry of Recovery, Infrastructure, and Transport of Ukraine; Ihor Tsekhanovskyi, Director of the Department of International Cooperation and Regional Development at the Vinnytsia Regional State Administration; Ihor Shutak, Head of the Secretariat of the Vinnytsia Regional Association of Local Self-Government Bodies; and Olesia Tsaruk, Head of the Division for Relations with Local Self-Government Bodies, International and Interregional Cooperation, Project Activities, and Investment Promotion of the Executive Office of the Vinnytsia Regional Council.

Lyudmyla Makarenko spoke about international cooperation among communities in the context of Ukraine’s European integration, new opportunities and partnership formats, as well as issues related to the registration of cooperation agreements and treaties.

Olga Tomkiv, an expert on the development of municipal partnerships with the Cities4Cities initiative, focused on a practical question: how a community can find an international partner and spark their interest in cooperation.

Aldo Vargas, coordinator of the URBACT National Contact Point in Poland, spoke about the opportunities for Ukrainian communities through the development of international partnerships. Participants had the opportunity to view international partnerships not only as a tool for exchanging experiences but also as a pathway to integrating communities into broader European networks.

Olga Oliinyk, Deputy Head of the Secretariat of the All-Ukrainian Association of Local Self-Government Bodies (VOAOMS) and Head of the Center for Communication, External Relations, and Grant Fundraising, presented opportunities for transforming international contacts into joint projects and discussed relevant international programs and tools for communities.

Practical case studies from communities in the Vinnytsia region were a key part of the meeting. Volodymyr Savoluk, Mayor of Bar, and Mykhailo Demchenko, Head of the Stryzhavka Settlement Council, also shared their experiences in developing international partnerships that have evolved from memorandums of understanding into concrete joint initiatives.

The final stage was an open discussion during which participants addressed the current obstacles preventing communities from developing international partnerships, the tools and support they need, and how to make such cooperation more systematic and effective.

We thank our partners, experts, and communities for the open dialogue and their willingness to share their experiences. We are convinced that strong international partnerships begin with contact, but they create real value only when backed by joint actions and concrete results.
