21-25 вересня заступниця директора Агенція регіонального розвитку Вінницької області Христина Соловей долучилася до п’ятиденного тренінгу для тренерів з управління публічними інвестиціями.
Навчання об’єднало представників центральних і місцевих органів влади, АРР, ОМС, закладів вищої освіти, проєктного офісу DREAM та експертів у сферах регіонального розвитку, державного управління й відновлення. Учасники працювали з повним циклом управління публічними інвестиціями - від планування та підготовки проєктів до формування портфелів, моніторингу й оцінювання.
Окремий фокус програми - тренерська складова. Окрім поглиблення професійних знань, учасники опановували сучасні підходи до навчання дорослих, методики проведення тренінгів та способи адаптації навчальних матеріалів до потреб різних категорій фахівців. У подальшому ці навички допоможуть їм передавати знання з управління публічними інвестиціями іншим представникам публічного сектору.
Змістовна частина навчання охоплювала різні етапи інвестиційного циклу - від нормативної та інституційної рамки й середньострокового планування до підготовки техніко-економічного обґрунтування, формування проєктних портфелів, моніторингу та оцінювання. Учасники розбирали конкретні ситуації та завдання, щоб краще зрозуміти, як якісно готувати й супроводжувати публічні інвестиційні проєкти.
Тренінг організували Вища школа публічного управління та НАДС спільно з Програмою зелених міст, інфраструктури та енергетики (GCIEP), що фінансується Міністерством закордонних справ, у справах Співдружності націй та розвитку Великої Британії (FCDO) та реалізується в Україні PwC.
Eng.: Strengthening Expertise in Public Investment: Training for Trainers
On September 21–25, Khrystyna Solovey, Deputy Director of the Vinnytsia Regional Development Agency, participated in a five-day training program for trainers on public investment management.
The training brought together representatives from central and local government agencies, the Regional Development Agency, local self-government bodies, higher education institutions, the DREAM Project Office, and experts in the fields of regional development, public administration, and reconstruction. Participants worked through the full cycle of public investment management—from project planning and preparation to portfolio formation, monitoring, and evaluation.
A key focus of the program was the training component. In addition to deepening their professional knowledge, participants learned modern approaches to adult education, training methodologies, and ways to adapt training materials to the needs of different categories of specialists. These skills will help them pass on their knowledge of public investment management to other public sector representatives in the future.
The substantive part of the training covered various stages of the investment cycle—from the regulatory and institutional framework and medium-term planning to the preparation of feasibility studies, the formation of project portfolios, and monitoring and evaluation. Participants analyzed specific situations and tasks to better understand how to effectively prepare and manage public investment projects.
The training was organized by the Higher School of Public Administration and the National Agency for Civil Service (NADS) in collaboration with the Green Cities, Infrastructure, and Energy Program (GCIEP), which is funded by the U.K. Foreign, Commonwealth, and Development Office (FCDO) and implemented in Ukraine by PwC.
