22-23 вересня у Сучаві, Румунія, відбулося навчання з програми Interreg NEXT Romania-Ukraine 2021-2027 для представників українських офісів програми.
Участь у заході взяли заступник начальниці Вінницька обласна державна адміністрація з питань цифрового розвитку, цифрових трансформацій і цифровізації (CDTО) Андрій Кавунець, директорка Агенція регіонального розвитку Вінницької області Єлизавета Савчук, проєктна менеджерка Вікторія Захарчук та менеджерка Аліна Янчук.
Навчання було присвячене практичній роботі з програмою Interreg NEXT та ролі українських офісів у її реалізації. Учасники розглянули особливості програми Romania-Ukraine, структуру управління і контролю, функції та відповідальність українських представництв, а також механізми підтримки бенефіціарів і комунікації програми.
Значну частину програми присвятили питанням, які безпосередньо стосуються підготовки та реалізації міжнародних проєктів: правилам допустимості витрат, спрощеним варіантам визначення витрат, управлінським перевіркам та національній системі контролю в Україні. Окремо обговорили правила закупівель для українських бенефіціарів та типові питання, які виникають у проєктах програми.
Окремий блок був присвячений майбутньому програмного періоду Interreg 2028-2034. Учасникам представили процес підготовки наступної програми та роль українських офісів у цьому процесі. Також розглянули питання запобігання, виявлення та виправлення порушень і шахрайства та механізми повернення коштів.
«Для нашої команди було особливо цікаво познайомитися з досвідом BRCT Suceava - побачити, як працює офіс програми з румунського боку, як організована його взаємодія з партнерами та учасниками проєктів. Такий обмін досвідом допомагає краще зрозуміти всю логіку транскордонної співпраці та побачити практичні підходи, які можна враховувати у подальшій роботі», - розповіла Єлизавета Савчук.
Участь у навчанні дала можливість глибше розібратися у вимогах та процедурах Interreg NEXT, актуальних правилах для бенефіціарів і механізмах реалізації транскордонних проєктів. Отримані знання та практичні напрацювання команда Агенції зможе використовувати у подальшій роботі з громадами й партнерами області та їхніми міжнародними проєктними ініціативами.

Eng.: The Vinnytsia Regional State Administration Joined the Interreg NEXT Romania-Ukraine Training Session in Suceava
On September 22–23, a training session under the Interreg NEXT Romania-Ukraine 2021–2027 program was held in Suceava, Romania, for representatives of the program’s Ukrainian offices. Participants in the event included Andriy Kavunets, Deputy Head of the Vinnytsia Regional State Administration for Digital Development, Digital Transformation, and Digitalization (CDTO); Yelyzaveta Savchuk, Director of the Vinnytsia Regional Development Agency; Project Manager Viktoria Zakharchuk; and Manager Alina Yanchuk.
The training focused on practical work with the Interreg NEXT program and the role of Ukrainian offices in its implementation. Participants reviewed the specifics of the Romania-Ukraine program, its management and control structure, the functions and responsibilities of Ukrainian offices, as well as mechanisms for beneficiary support and program communication.
A significant portion of the program was devoted to issues directly related to the preparation and implementation of international projects: eligibility rules for expenses, simplified methods for determining expenses, management verifications, and the national control system in Ukraine. Procurement rules for Ukrainian beneficiaries and typical issues that arise in program projects were discussed separately.
A separate session was dedicated to the upcoming Interreg 2028–2034 programming period. Participants were briefed on the process of preparing the next program and the role of Ukrainian offices in this process. They also discussed the prevention, detection, and correction of irregularities and fraud, as well as mechanisms for the recovery of funds.
“It was particularly interesting for our team to learn about the experience of BRCT Suceava—to see how the program office operates on the Romanian side and how its interaction with partners and project participants is organized. Such an exchange of experience helps us better understand the entire logic of cross-border cooperation and identify practical approaches that can be incorporated into our future work,” said Yelyzaveta Savchuk.
Participating in the training provided an opportunity to gain a deeper understanding of the requirements and procedures of Interreg NEXT, the current rules for beneficiaries, and the mechanisms for implementing cross-border projects. The Agency’s team will be able to apply the knowledge and practical insights gained in its future work with local communities and partners in the region, as well as in their international project initiatives.
