Eng.: Waste Management in Ukraine: Experience, Investments, and Next Steps
On October 14, the annual reporting conference of the Swedish-Ukrainian program “Strengthening Municipal Waste Management in Ukraine” began in Vinnytsia. Yelyzaveta Savchuk, director of the Vinnytsia Regional Development Agency, and Yulia Boboshko, manager at WASAW, participated in the event.
The conference brought together representatives from relevant ministries, the Verkhovna Rada Committee, the Vinnytsia Regional State Administration, Swedish partners, international experts, and representatives of Ukrainian communities. The focus was on the results of the WM4U program, the development of waste management infrastructure, aligning Ukrainian legislation with EU requirements, and setting priorities for the next phase.
During the event, participants discussed strategic priorities, European integration processes, and investments in the field of waste management. Participants focused on implementing European environmental and climate change requirements, developing pilot clusters and intermunicipal cooperation, as well as transforming the tariff-setting system, generating energy from waste, and reducing landfill gas emissions to attract real investments.
Special attention was given to communication and changing the public’s daily habits, particularly the experience of the North Baltic countries in waste labeling and survey methods. This approach underscores that the successful development of modern environmental infrastructure requires not only technical solutions and funding but also active public engagement and transparent dialogue with residents.
Participants also focused on the WM4U investment portfolio, specifically fast-track procurement, landfill gas issues, and bio-waste management. They discussed regional and local waste management plans and the implementation of the extended producer responsibility principle in Ukraine.
Participating in such professional discussions allows us to stay abreast of modern approaches to waste management, clearly understand the industry’s priorities, and effectively incorporate them into our project work with communities. The combination of European experience, high-quality planning, investment attraction, and intermunicipal cooperation creates a solid foundation for implementing solutions that truly meet the needs of local communities.
WM4U “Strengthening Municipal Solid Waste Management in Ukraine” is a Swedish-Ukrainian program aimed at bringing about systemic changes in the field of municipal solid waste management in Ukraine. It is funded by the Government of Sweden through Sida (the Swedish International Development Cooperation Agency) and implemented by Avfall Sverige and SALAR International.
